PHP is the programming language. Laravel is a framework built on top of it, providing features and standards out of the box. For small projects, plain PHP is sometimes the right call. For anything with real complexity, a framework saves time and produces more maintainable code.

What is the difference between Laravel and Symfony?

They share a lot. Laravel tends to be preferred where rapid development, performance and flexibility matter. Symfony tends to win on larger, more complex applications that need to scale significantly, now or later. Both are excellent, and the right answer depends on your project.
